„"Wrocławska Wybrana Rodzina" (Wrocław Family Win) is a two-year project supporting 16 families living in three Wrocław housing estates: Plac Grunwaldzki, Ołbin, and Przedmieście Oławskie. The project is aimed at families struggling with the challenges of everyday life and needing strengthening in both family relationships and access to educational, developmental, and community activities.
Activities include workshops on educational and psychosocial skills, psychological support, activities for entire families, and neighborhood integration activities. The project is implemented by Wrocław Commune i Municipal Social Welfare Center in Wrocław, in cooperation with non-governmental organizations: The Nice Stories Foundation, The Yellow Parasol Association and Partners and Critical Education Association. Our shared goal is to create consistent, long-term support for families who often do not benefit from similar offers due to economic, social, or emotional barriers.

In connection with the implementation of the project, we are announcing a procedure conducted in accordance with the principle of competitiveness:
1. Providing psychological support services
The subject of the contract is to carry out diagnoses and conduct selected activities supporting children, adolescents, adults and entire families.

We would like to inform you about the outcome of the proceedings for „Provision of psychological support services as part of the „Wrocławska Wygrana Rodzina” project” – case number FŁH/8/2025/ZO.
In the proceedings, the following offer was selected as the most advantageous:

Legal justification:
The procedure is invalidated pursuant to the provisions of Chapter XVI. Invalidation of the procedure, point 1, subpoint c), i.e. "The Ordering Party reserves the right to invalidate the procedure if the price of the most advantageous offer exceeds the amount the Ordering Party intends to allocate to finance the order, and the Ordering Party cannot increase this amount to the price of the most advantageous offer.".
Factual justification:
In the present procedure, the price of the most advantageous offer of PLN 156,219.52 exceeds the amount allocated by the Ordering Party to finance the order, specified in the project budget, i.e. PLN 92,744.00.
2. Providing thematic classes
The order includes the implementation of:
- basic package (104 teaching hours) – including workshops for children, youth and families living in the housing estates covered by the project,
- extended package (32 teaching hours) – preventive and educational workshops in the areas of counteracting violence, addictions and sexual education.

In the procedure in part no. 1 – „Conducting classes as part of the basic package”, the following offer was selected as the most advantageous:

The procedure is invalidated pursuant to the provisions of Chapter XVI. Invalidation of the procedure, point 1, subpoint c), i.e. "The Ordering Party reserves the right to invalidate the procedure if the price of the most advantageous offer exceeds the amount the Ordering Party intends to allocate to finance the order, and the Ordering Party cannot increase this amount to the price of the most advantageous offer.".
Factual justification:
In the present procedure, the price of the most advantageous offer of PLN 48,200.00 exceeds the amount allocated by the Ordering Party to finance the order, specified in the project budget, i.e. PLN 19,000.00.
In the proceedings in part 2, no offer was selected.

Legal justification:
The procedure is invalidated pursuant to the provisions of Chapter XVI. Invalidation of the procedure, point 1, sub-point b), i.e. "The Ordering Party reserves the right to invalidate the procedure if all submitted offers are subject to rejection.".
Factual justification:
In this procedure, the offer of Fundacja Pies Mój Przyjaciel (Pie My Friend Foundation), ul. Kościelna 26, 64-100 Lasocice, NIP: 6972385835, is subject to rejection pursuant to the provisions of Chapter XIV, Procedure for examination and evaluation of offers, point 1.1a), i.e. "The Ordering Party shall reject the offer if its content does not correspond to the content of the request for proposals" in connection with the provisions of Chapter XII. Description of the criteria that the Ordering Party will be guided by when selecting the offer, i.e. "The Ordering Party hereby informs that due to the fact that the workshop program constitutes the basis for the evaluation of offers, it does not require supplementation, and the offer of a Contractor who does not enclose a training program with its offer will be rejected.".
The contractor did not attach the required workshop program with the offer.
